Assessment Validation Essentials: Guide to Validating Assessments

RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.

Despite our extensive coverage on validation, let's re-examine the term. ASQA states that validation is a quality check of the assessment process.

Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.

As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

According to the standards, two types of validation must be conducted.

The first type of assessment validation checks that your RTO's assessment aligns with the training package requirements in your scope.

The subsequent validation confirms that assessments are conducted according to the principles of assessment and rules of evidence.

This indicates validation occurs before and after the assessment process. We will focus on the first type: assessment tool validation.

Defining the Two Types of Assessment Validation

Assessment Validation: What It Is

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, sometimes called pre-assessment validation, focuses on ensuring all unit requirements are met, in line with the first part of the clause, ensuring complete workbook compliance.

In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.

This piece will highlight assessment tool validation.

Conducting Assessment Tool Validation

Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.

When is Assessment Tool Validation Conducted?

The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.

This implies that any time you get new learning resources, assessment tool validation must be done before they are used by students.

There's no need to wait for your next 5-year cycle validation schedule. Validate new resources immediately to ensure they are suitable for student use.

However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:

- when resources are updated
- adding new training products on scope
- your course includes training product updates
- your risk assessment includes identifying your learning resources as a risk

ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.

It's crucial to remember this validation ensures compliance of all learning resources before they are used. All RTOs should validate resources for each unit.

What You Need for Assessment Tool Validation

Study Resources

For validating your assessment tools, you will need the full array of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item are provided. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – these might include checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are appropriate for the assessment task and meet unit requirements.

Validation Group

Clause 1.11 defines the requirements for validation panel members, stating validation can involve one or more individuals. RTOs usually require all trainers and assessors to be present, sometimes including industry experts.

The members of your validation panel must collectively have:

Vocational competencies and industry skills pertinent to the unit being validated

Current knowledge and expertise in vocational teaching and learning

Either of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its equivalent

Assessment validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool supports the validation process and documentation. It simplifies understanding how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
It can also serve as proof that you have validated your resources before allowing students to use them.

ASQA does not specify a recommended or required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools in their entirety to ensure they meet the principles of assessment.

While these templates simplify the validation process, they can introduce judgment errors because there is insufficient space for comments on each assessment item.

A more detailed template is recommended to thoroughly inspect each unit requirement and the assessment items that align with them. Below is an example:

Assessment Basic Principles
Fairness – Are equal opportunities and access ensured in the assessment process?

Flexibility – Does the assessment accommodate different options to demonstrate competence according to various needs and preferences?

Validity – Does the assessment evaluate what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment produce the same results every time, regardless of who conducts the training? Will different assessors consistently decide on skill competence?

Essential Rules of Evidence

Validity – Does the evidence show the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to ensure the learner has the required skills and knowledge?

Authenticity – Is the assessment tool confirming that the work is the candidate’s own?

Currency – Do the assessment tools reflect current units of competency and modern industry practices?

Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.

To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:

Practice Your Teachings

Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Perform each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:

diapering

prepare bottle, bottle feed babies and clean equipment

solid foods preparation and feeding babies

respond to baby signs and cues suitably

settle infants for sleep and prepare them

monitor and promote age-appropriate physical exploration and gross motor skills

Having students describe the nappy-changing process for babies under 12 months doesn’t fulfill the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Heed the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the here assessment tool is non-compliant.

Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What information can be included in a work package?

The answer may include:

Needed resources

Associated expenses

Length of activities

Assigned functions and responsibilities

If an assessment item requires multiple answers, specify how many answers are needed from a student. This ensures your assessment is reliable, and the evidence obtained is valid.

This is also true for assessment items with double-barrelled questions or questions that require more than one answer at once. Such questions can confuse both students and assessors, as illustrated in the example below:

Identify a hazard and/or environmental concern in the workplace and select the most effective hazard control hierarchy.

Answers could include, but are not limited to:

Weather conditions – isolating the work area, engineering controls, PPE

Work area and ground conditions – elimination, isolation, engineering controls

People – isolating, engineering, administration

Structural hazards – substituting, isolation, engineering

Chemical hazards – isolating, use of engineering controls, administration

Equipment or machinery – isolation, use of engineering controls, administrative controls

Avoiding double-barrelled questions makes it easier for students to respond and for assessors to accurately judge student competence.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
